Since 1993, SOS Children’s Villages Laos established and started to cater childcare services to thousands of children, youth and families through alternative care, education, family strengthening and youth employability programs in 6 locations across the country; Vientiane, Laung Prabang, Huoaphanh, Xiengkhouang, Savannakhet and Champasack.
The organization responds the need of children and young people who are deprived of parental care through the Family-Like Care program which ensure safeguard and alternative quality childcare once a child has been referred to the villages. On the other hand, SOS CV Laos provide a preventative solution, Family Strengthening Program which aims to empower economic condition for families so that they are able to provide care for their children.
SOS Children’s Villages is a child’s rights organization adhering to standards for the care and protection of children. SOS Children’s Villages Laos works to ensure children and young people grow up in a safe, supportive environment and are empowered to participate in decisions affecting them.
The SOS Ombuds Officer is mandated to promote and protect human rights, including child rights, and to provide accessible complaint mechanisms.
Together, SOS Children’s Villages Laos and the Ombuds are conducting a Youth Consultation with young people aged 13-23, including those in SOS alternative care, to understand their awareness of rights, access to support, and recommendations to strengthen child-friendly mechanisms.
Objectives of External:
To conduct a participatory youth consultation and produce a report with recommendations for Ombuds and SOS Children’s Villages Laos on how to make services and complaint mechanisms more accessible and youth friendly.
Specific Objectives:
- Assess youth awareness and understanding of child rights and the role of Ombuds
- Identify challenges youth face in expressing concerns and accessing support
- Collect youth recommendations to improve child participation and protection systems
Scope of Work/ Deliverables:
The External Consultant will:
- Develop methodology & tools: FGD guides, survey, consent forms. Ensure child safeguarding and ethical standards.
- Conduct consultations: Minimum 3 FGDs with 40-50 youth total in Vientiane and at least 1 SOS programme location. Include boys, girls, and youth with diverse backgrounds.
- Data analysis: Analyze findings related to awareness, barriers, and recommendations.
- Reporting:
- Inception Report
- Draft Consultation Report
- Final Report: 15-20 pages + 2-page youth-friendly summary + PowerPoint
5. Validation: Present findings to SOS and Ombuds staff + youth representatives
Deliverables & Timeline
Deliverable Middle August Due September 2026.
- Inception Report with workplan and tool /1 day

Required Qualifications
- Bachelor’s degree in social work, Psychology, Law, Human Rights, or related field
- Minimum 3 years’ experience facilitating consultations with youth, preferably in child protection or alternative care settings
- Strong knowledge of UNCRC, child safeguarding, and ethical research with children
- Proven report writing and facilitation skills in Lao and English
- Experience working with NGOs and government institutions in Laos is an asset
